Job Description: Job Purpose: To facilitate the community development process within the target Communities, CDCs, CCDCs & Sub Committees. Facilitating of elections, Formation & Capacity development of CDCs, CCDCs & their Sub Committees and ensuring CCAP implemented in line with OM & Concern policies on the ground. Main Duties & Responsibilities: Raise awareness of target communities about the Citizens’ Charter program including the role and responsibility of Concern Worldwide as an implementing partner Support the establishment of CDC & CDCC and facilitate election including the formation of sub-committees under CDCs and CCDCs in the light of CCNPP/CCAP Operation Manual. Facilitate the process of need identification with communities in consultation with line ministries and support the development of community development plans of Facilitate the formation of community participatory monitoring team and ensure participatory methodologies applied in all the aspect of CCAP project cycle with ensuring considerable community inclusion especially the marginalized groups, such as the women, poor and disabilities are attended into community and cluster decisions over CCAP activities identification, planning and implementation. Ensure labelling, safe storage, and periodic update of plans such as community maps, calendars, and CDPs. Support the CDCs to establish bank accounts, and facilitate the CDCs and CCDCs meetings chaired by CDCs head on regular bases in the light of CDC bylaws. Support the CDC and their sub committees to work inclusively to reach marginalized group especially those who are landless, and women headed families, Facilitate the community lead total sanitation CLTS Facilitate the cross visit among the target CDCs Assist on identification of champion CDCs for cross visits Facilitate and monitor the CDCs and CCDCs maturity index Ensure all CDCs and CCDCs and hard copy of documents are stored and are maintained with CDCs and CCDCs and ensure timely submission such documents to district and provincial offices. Facilitate the capacity building process and render the trainings to communities/CDCs/CCDCs on below topics and not limited to: • Good governance , the role and responsibilities of CDCs and CCDCs and other parities • Linkage with key development actors • DRR and management, • Grievances and score cards • CLTS and health education • Conflict transformation • Community mobilization and use of participatory tools/PCE Ensure that we meet our goal and objectives and that we adhere to the OM and the JV project proposal Attend training where and when appropriate Liaise with MRRD and line ministries, PMUs and engineering contractors. Support CDCs and CCDCs and Project Management Committee formation and operation Input into tripartite agreement formation with CCDCs and CDCs, PMU and line ministries Advice on project planning and implementation Prepare regular reports for CDCs and CCDCs progression and document lessons learned.
