Job Description: Job Purpose: Oversee all of Mission East Afghanistan’s WASH programming (including DRR and Irrigation), ensuring high technical quality of implementation and capacity development as well as involvement in programme development, Information-Education-Communication (IEC) materials development, representation, monitoring and reporting, including the mainstreaming of DRR into WASH and other programme sectors. Key Working Relationships (horizontal & vertical): The National WASH Coordinator will directly report to Chief of Programmes and will work closely with Province Programe Managers, Area Coordinators, WASH Programme Officers, WASH Programme Assistants, DMEAL and other support departments. He/She will be in direct working relation with WASH technical teams and will provide continuous technical support in implementation of the activities. Scope of the Role: National WASH Coordinator is responsible to report activities and information to Chief of Programmes (CoP) in line with the Mission East country strategies, vision, mission and values and/or as per donor required standards. He/She is responsible to give technical support in WASH, DRR & Irrigation to all Area programme offices in the ME programme provinces and conduct regular field visits. The responsible needs to support in scaling up approaches like CLTS, CHAST etc. in the areas of interventions. He/She is also responsible in capturing learnings in WASH and DRR components through the crafting of case studies and anecdotal reports. Key Responsibilities and Accountabilities: The National WASH Coordinator is accountable to fulfill his/her roles and responsibilities in line with Mission East Code of Conduct, values, principles, technical standards and report to his line manager on defined key performance indicators as follows: Programme Development (20% time exposure): Make sure that WASH, DRR and irrigation project designs fit in with Mission East’s wider programme goals of reducing vulnerability and building resilience. Provide support to the DMEAL unit in conducting Need Assessment related to WASH, DRR and irrigation activities. Together with the DMEAL team, support the identification and verification of sites and beneficiaries of projects and interventions related to WASH, DRR & Irrigation. To participate in workshops, baseline and end-line surveys and need identification process related to WASH, DRR and irrigation activities. Develop technical designs, BoQs and relevant budgets for proposals and concept notes related to WASH, DRR and irrigation activities. . Together with Area Coordinators develop detailed implementation plans (DIPs) with specific budgetary and procurement requirements for program components related to WASH, DRR & Irrigation. Ensure that WASH related SPHERE standards are incorporated into the new proposals. Support in Quality Program Implementation (50% time exposure): Oversee technical preparation and implementation of WASH, DRR and irrigation activities and ensure that they meet appropriate standards (SPHERE and other applicable national and international standards). Supervise preparation of all technical designs, BoQs, layouts and plans related to Water Supply Systems, Latrines, Irrigation Channels and other hardware components. Provide technical support to the teams engaged in the implementation of the activities related to WASH, DRR and irrigation. Oversee hygiene promotion activities to drive changes in individual and community behaviours covering all members of the targeted rural communities in a culturally sensitive approach. Facilitate technically the procurement of required construction material and tools to implement program components related to WASH, DRR & Irrigation activities. Ensure compliance of procured/delivered materials and services with technical specifications as per signed contract with the material suppliers. Preparation of Monthly Activity Plan based on Detailed Implementation Plan for the WASH teams in all working provinces. Conduct regular field visits and establish quality control mechanisms to ensure ME quality standards throughout the implementation of program components related to WASH, DRR & Irrigation. Ensure that recommendations from monitoring and evaluation reports are integrated in current and future programmes. Ensure that implementation of WASH, DRR and irrigation activities build the capacity of communities and that they are conducted in a consultative, participative and gender-sensitive way. Document program progress, challenges, and learning's for future implementation of similar projects and ensure accountability and transparency in program implementation. Contribute in the preparation, review and tracking of WASH, DRR & Irrigation activities budget for the effective utilization of the funds. Take additional responsibility assigned by Chief of Programmes (CoP). Capacity Building (20% Exposure): Build capacities of the WASH teams for quality implementation of the WASH, DRR and irrigation activities. Build capacity of the WASH teams to scale up newly introduced approaches like CLTS, CHAST etc. Conduct trainings and other learning events for WAH teams, community resource persons (CRPs), WASH Committees, CDC members on WASH, DRR & Irrigation related activities. Provide technical assistance and backstopping to WASH Programme Officers involved in implementing WASH, DRR & Irrigation activities. Support recruitment, supervision and performance appraisal of WASH staff. Networking/Coordination: (10% exposure): Participate in the WASH Cluster meetings held on provincial level in the working provinces. Contribute in provincial emergency assessments and response in case of disasters in the programme provinces. Coordinate with other teams e.g. NRM and Livelihoods components towards a well-coordinated integrated approach in the target communities especially related to DRR activities. To coordinate and pass on the security related information as well as to follow the security policies established by Mission East.
