Job Description: Job Description: The security/logistic officer assists the Provincial Program Coordinator in the security and logistics management for RI program in the assigned area by providing information and making recommendations on security and logistic measures. Tasks: Gather security related information from all available local sources and communicate information to Provincial Program Coordinator Maintain a close vigilance on the local political and military situation in the region and keep PPC informed on regular basis. Make recommendations on road movements to the PPC. Take care of maintenance of communication equipments (Radio, Mobile and Satellite phone) and make it sure that these are operational. Monitor staff movement for all road missions. Regularly check compound safety and make recommendations for improvements to PPC Monitor and supervise Guards. Accompany staff on road missions/foot mission to remote areas as needed. Prepare and maintain guard’s duty chart and ensure the security of office assets. Ensure that rental vehicles are in safe working order. Carry out and accomplish other tasks defined by and agreed with the PPC Ensure stocks and assets are fully accounted for and maintained in a secure place that prevents both theft and spoilage. Maintain and update RI Afghanistan inventories in conjunction with logistic staff in field offices, in accordance with RI field procedures. Ensure that cooks and cleaners are trained and ensuring facilities for Offices and Guest house Residencies are operational and compliant with RI field procedures and Afghanistan Operations Standards; particular attention is to be paid to daily maintenance of high traffic spaces (kitchen, latrines/washrooms) for upholding hygiene standards for health and well being of staff and resident staff. Coordinate with other staff members to ensure that Field Offices and Guest House Residencies are kept safe, adequately equipped for essential function and comfort, are maintained at the highest standards of hygiene, and supplied as per RI Afghanistan Operation Standards. Ensure drivers are trained and transportation systems are operational and compliant with RI field procedures and Afghanistan Operations Standards. Ensure that supply systems for durable and consumable goods are maintained in an orderly manner and with a stock card management system, per RI field procedures. Assist any other logistical staff and other program support staff on various tasks as requested by the PPC including, but not limited to document preparation and processing. Assist the smooth functioning and support of all field offices, and their logistics staff, including short program support visits to field offices as necessary and in coordination with the PPC Procure requested program and program support items, in accordance with the RI field procedures and finance protocols, in coordination with the Finance Department. Carry out a transparent and efficient bidding (quotation) process as outlined in the RI Procurement Procedures Manual and in coordination with the Finance Department. Make every effort to obtain the lowest price and highest quality of items for RI programs. Procure all requested items in timely manner to facilitate program and operational needs without gap. Account for purchased items and coordinate with appropriate logistical and admin staff members to absorb items in inventory and supply management systems. Organized transportation as needed for team members to duty stations and exiting the country; ensure recordkeeping is current and complete for airfare tickets. Ensure transportation of goods/supplies to field offices. Ensure that all transported goods have the appropriate documentation, e.g., waybills, receipts, and that all inventories and stock lists are updated at the receiving and sending ends, per RI field procedures. Ensure that all donor regulations and procedures are upheld to agreement terms during the transportation process, and that mishandling costs to RI are minimized, in coordination with the PPC and Finance Department Manage all vehicles and drivers and assist achieving proper maintenance for RI vehicles, including arranging for routine inspections for security and repair needs, per RI field procedures and Afghanistan Operational Standards. Ensure the use of vehicle travel and fuel use logs in all RI vehicles; logs are kept up to date, and arrange appropriate vehicles inspections and repairs for all vehicles. Ensure the safety, full equipping, and road worthiness of all RI-Afghanistan vehicles, via routine review of each vehicle and driver practices, per RI field procedures and Afghanistan operational Standards.
