The CMS Section Lead shall:

  • Supervise and formally evaluate the performance of assigned personnel (e.g., International attorneys, Afghan National Legal Advisors (NLAs), Subject Matter Experts, translators, and administrative assistants)
  • Supervise and formally evaluate the performance of assigned personnel (e.g., International advisors, Afghan Advisors, Subject Matter Experts, translators, and administrative assistants)
  • Advise and assist counterparts in performing their functions, including developing policies, plans and projects
  • Help to manage international SMEs and Afghan Advisors and ensure that their work is consistent
  • Identify needs within the GIROA ministries in conjunction with the international and Afghan advisors
  • Help to organize special projects
  • Help to coordinate donor efforts
  • Assist key departments in developing plans and projects to perform their functions and strengthen communications between central and provincial offices
  • Liaise with other offices and coordinate activities to achieve established objectives
  • Report to and perform related duties as assigned by the Chief of Team (COT) and Deputy Chief of Team-Advisors (DCOT-A)
  • File reports for activities and accomplishments on a weekly, monthly, quarterly, and annual basis, or as otherwise assigned
  • Establish and maintain relationships with key stakeholders including, but not limited to, local government officials; prosecutors; international organizations involved in the justice sector; Afghan organizations involved in the justice sector; and customary and traditional law actors
  • Prepare budgets, work plans, and statements of work; submit deliverables, conduct trainings, and insure timely submission of Section timesheets, leave, and travel requests
  • Rapidly respond to requests for information from INL/K and INL/AP
  • Perform other duties as directed

The U.S. Department of State, Bureau of International Narcotics and law Enforcement Affairs (INL), funded Justice Sector Support Program (JSSP) is a nationwide criminal justice sector development program focused on institutional capacity building as well as training and mentoring in Kabul and key provinces, and utilizes international and Afghan Advisors to train and build capacity for Afghan officials within the Ministry of Justice (MOJ), Attorney General’s Office (AGO), Supreme Court (SCT), Ministry of Women’s Affairs (MOWA), and other justice sector institutions.The program has the following four sections:

CMS is an online database developed with Afghan government institutions, designed to track criminal and civil cases. Criminal cases are tracked from arrest through release from prison. The system is a critical tool in improving the tracking, transparency, and management of cases across the legal system, deterring corruption at every point in the legal case progression, holding government entities accountable, and protecting the rights of individuals in the criminal and civil justice systems.

Required Qualifications:

  • Minimum of 5 years of professional experience and a Masters, or 7 years of experience and a Bachelor’s degree
  • At least one year in a management role, and demonstrated abilities that include strategic planning, and program management
  • The candidate should demonstrate a comprehensive understanding of the formal Afghan Justice system, with a particular emphasis on the coordination and interaction of the Afghan justice ministries
  • Superior interpersonal skills
  • A Bachelor’s degree required, Masters preferred
  • Fluency in English
