Job Description: Tasks & Scope of the Work: Some of the key tasks of the CID consultant will be as follow: Stocktaking of various existing models of Community Institution Development: Develop an understanding of various groups and community institutions being promoted by other development agencies in the country; experiences of promoting them; cost effectiveness; determine the effect of gender on type and effectiveness; lessons learnt and possibly if there are any successful best practices emerges—incorporating the same in the overall design of WEE-RDP. Spearhead the development of institution building and capacity building strategy for the project and develop a road map for strengthening administrative and management capabilities for effective implementation of the project. Undertake a comparative analyses of various models of community institutions prevalent in Afghanistan and its assessments on the parameters of effectiveness; institutional & financial sustainability and scalability. Take up networking and collaborate with other likeminded organizations/agencies while working with such institutions and develop a mechanisms for getting them onboard under WEE-RDP. Developing a strategy to bring all existing Savings Groups and their federations promoted by various development agencies including AREDP; CSOs; NGOs etc. at one platform. Undertaking assessments and comparative analysis of various community institutional models; their strength and weakness; costing etc. Documentation of existing good and best practices and developing a strategy for its integration under proposed WEE-RDP. Develop a Community based social mobilization strategy-identification of community resource persons from the existing AREDP project areas, their training and capacity building and deployment to new project areas. Providing appropriate inputs into the preparation of Project Implementation Plan (PIP) and development of context specific Community Operation Manual (COM) for the WEE-RDP. Developing systems and CB manuals for induction and training of new project staff or NGOs staff working with WEE-RDP on the CID component for scaling-up poverty alleviation efforts through social mobilization and empowerment of rural poor women. Developing a strategies for existing AREDP project areas so that they emerge as immersion sites and grounds for development of community resource persons for scaling up and initiating mobilization, institution building and capacity building work in new project areas. Perform any other duties and tasks related to the program assigned by executive director. Deliverables Report on various existing models of community institutions development being practiced in Afghanistan and their strength and weakness in terms of cost effectiveness; institutional sustainability; Governance structure; Ownerships and scalability. Developing a strategy on training and capacity building of community cadres and piloting with community resource persons based mobilization & institution building strategies. Developing an arrangements/system of working with likeminded NGOs/CSOs/Citizen charter partner agencies for faster scaling up of community institutions and building their capacity, wherever required. Contribution to preparation of PIP and COM of WEE-RDP and drafting of relevant chapters. Reporting: The International/ National Consultant would report to the Executive Director, AREDP for all purposes if otherwise not instructed by the ED.
