Job Description: Under the direct supervision of Provincial/Regional Manager and National Program Manager with oversight from International Urban Advisor the CGC Team Leader will undertake the following tasks and activities: Programme specific responsibilities: Take the day-to-day lead in building and maintaining support for the programme from local government counterparts to ensure activities can be implemented in target areas; Support the Provincial/Regional Manager with ensuring UN-Habitat representation in local (regional/provincial/municipal) forums; Promote people’s process in community-level project design and its effective implementation at local levels, and promote the engagement of relevant Local Authorties, Line Departments, and other relevant local partners in its implementation; Ensure the successful implementation of capacity development activities with government partners for inclusion of women, youth and other marginalized groups; Ensure synergies with other related programmes, especially the UN-Habitat Municipal Governance Support Programme, and Afghanistan Urban Peace-building Programme. Responsible for programme delivery, reporting and visibility, including: Lead in monthly, quarterly and annual provincial workplanning in line with national workplans and overall programme workplan; Lead in initiating field activities and ensure their quality and timely progress and completion in line with agreed workplans; Lead in ensuring results-based monitoring and evaluation of programme delivery for the entire programme duration; Identify and clarify conceptual, implementation and policy issues which may arise during the course of project implementation. Lead in developing and coordinating inputs for internal and external reporting; Ensure adherence to all financial rules and regulations and all adminstrative and financial procedures for all programme activties; Support progrmame staff to safely implement activities and foster and environment of continuous learning; Lead in ensuring adequate programme visibility at the local level in line with donor requirements and the preferences and needs of the Government of Afghanistan; Responsible for staff management and line supervision including: Review and approve staff include Job Component Manager weekly, monthly and quarterly work plans and reports. Oversight staff performance and work outputs. Provide guidance and coaching support to subordinated staff to maximize efficiency and work results. Undertake staff annual performance evaluation and communicate the result. Support the local UN-Habitat office to provide timely and effective development assistance to government of Afghanistan and programme partners by: Build effective partnerships with programme partners and local government stakeholders; Identify and support synergies and cross fertilization of programmes to best support the local authorities, UN, and partners; Support with identifying new programme and project opportunities and technical assistance needs, including identifying potential resources in line with priorities of the GoIRA; Support in the systematic mainstreaming of cross cutting issues of gender, youth, climate change and human rights in both programme activities and the locla UN-Habitat office Competencies Professionalism: Excellent knowledge in planning, coordination and implementation as well as good technical skills in programme management including financial management; ability to respond to changing requirements and assess good judgement in the context of assignments given; shows pride in work and in achievements; demonstrates professionalism on subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; shows persistence when faced with difficult problems or challenges. Other Skills: Build support with national counterparts, during the programme period; Ensure high-quality and timely achievement of relevant activties and targets; Promote the required policy and its effective implementaiton and promote the engagement of relevant Ministries, Local Authorties, Line Departments, and other relevant partners in its implementation; Support capacity development efforts with programme partners for the required components; Support UN-Habitat's contribution to multi-stakeholder national coordination and advocacy forums; Support 'learning by doing' capacity development efforts throughout the programme period with programme partners for improving local safety and security, especially for women, youth and marginalised urban groups; Support coordination with other partners’ programmes in target cities. Assessment Method: Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
